Effects of the Redistribution Policies on Resolving Income Inequality and Bi-polarization: A Comparative Study

Based on the idea that ¡°bi-polarization¡± of income is different from economic inequality measured by Gini coefficient, we examine the effects of taxation and public transfer on income bi-polarization. Our analysis based on the LIS(Luxembourg Income Study) data reveals that redistributive effects of policies vary to the type of welfare states. In the market-oriented English-speaking countries, redistribution policies do not work quite well for resolving bi-polarization, while those policies contribute to reduce bi-polarization as well as income inequality in the western and the northern Europe. We observe that public transfer has greater effects than taxation in the most of the OECD countries. Public transfer focusing on the poorest poor is not very effective, while universalism covering middle class people is an important feature for effective redistribution policies.
